Licensing

In this part of the CEFTA Web Portal, you will find information on the trade licensing system separately for each CEFTA Economy. The licensing system is divided into two parts: import/export licensing and trade licensing. This web portal focuses on import/export licensing. Trade licensing is mentioned only as a reference. Import and export licensing includes: 1.The procedures to be followed for obtaining an import and export license; 2.The documents that must be presented to the relevant authorities in order to obtain the approval of the license; 3.The official documents you will receive after obtaining approval of the license; 4.The validity period and scope of each license. Laws and regulations

Activities, actions and kinds of public benefits, of which exercising, completion and use undergo procedures of licensing, authorization or permits are provided for in Law no 10081, of 23/02/2009 “On permits and licenses in the Republic of Albania“, as attached.

Licenses and permits, according to fields and categories, in the authority of central institutions, are provided for in the attached list.

Licencing procedure

Applications for licenses and permits included in the list, or their sub-categories are treated:

a) as a rule, by or through the National Licensing Center;
b) in exceptional cases, by bodies stipulated in the relevant legislation in force, without consideration by the National Licensing Center.

The first group of the list contains those categories or sub-categories for which assessment of satisfaction of the criteria is based only in an applicant’s self-declaration.

The second group of the list includes those categories or sub-categories for which an assessment of satisfaction of the criteria, other than from a self-declaration by the applicant, is based on at least one of the conditions involving supporting documents submitted by the applicant.

The third group of the list includes those categories or sub-categories for which, other than from what is provided for in items 2 and 3 of this Article, an assessment of satisfaction of the criteria, in which at least one of these is based on an inspection, testing, competition process, or an interview, hearing of other method of assessment.

The application for a license, authorization, permit or sub-categories thereof is submitted to the National Licensing Center.

The National Licensing Center, according to the order of their submission, make a decision within two working days of the submission of the application, for the first group, and within four working days of the submission of the application, for the second group.

The license or authorization or permit is revoked when the title-holder no longer meets the criteria of issuance of such a title or violates obligations deriving from it.

Documents

The request is composed of the application form, filled out in the presence of the inspector, and the relevant supporting documents. The application is submitted to the National Licensing Center by the applicant, or a person authorized by the former. Applications and submission of the fee or tax payment document to the National Licensing Center can be made via:

a) direct submission in any service window of the National Licensing Center, in any part of the territory of Albania;
b) mail delivery, upon a confirmation note;
c) electronic means.

The National Licensing Center shall refuse an application only if:

a) the applicant submitting the application is not the person allowed to submit it, according to the law;
b) the form is not filled out completely or contains corrections, and its content is not clearly visible or is not readable;
c) not all supporting documents are submitted; or they are not submitted in the due form, or have corrections or omissions that cannot be testified according to the relevant provisions, or when their content is not clear or readable;
ç) the applicant does not meet the criteria on licensing, authorization or permits;
d) the service fee is not paid.
